Para los Distritos la definición y modificación de sus límites está estipulado en la Ley 1617 de 2013. Las áreas No Municipalizadas, hacen parte de la división territorial, pero no son entidades territoriales (artículo 285 y 286 de la Constitución Política de Colombia, 1991).
